New NA Chairman asks to focus on bill quality

Ha Noi (VNA) - The National Assembly (NA) should pay more attention to quality of bills while maintaining their quantity in order to make its law building programme feasible, NA Chairman Nguyen Phu Trong told the Vietnam News Agency on June 26 right after he was elected as NA Chairman.

In doing so, the NA should define its priorities in the process of outlining its law making programme, and study both the scientific aspect and the reality of the issues it set forth and, especially bring into full play the role of NA deputies, NA committees and the entire NA in considering and discussing the bills, the newly-elected Chairman said, stressing that these are important pre-conditions to ensuring that laws are effective.

The new NA Chairman stressed that the NA has, over the past years made tremendous progress in the passing of new laws with improvements made in both quantity and quality. This has created a legal basis for the nation to develop.

The NA has already devised a programme for the passing of laws and decrees for this year through to 2007, NA Chairman Trong said, stating that the NA will strive to complete all its plans and programmes.

He told the VNA that the Party in its recently-concluded tenth National Congress, has worked out directions and tasks needed for the establishment of a socialist State under the rule of law, emphasised the need to improve the legal system, to enhance the feasibility of regulations contained in legal documents and to further renew the process of law making.

In coming times, law makers must fully grasp the Party's guidelines envisioned at the 10th Congress resolution, concentrating on developing a uniform, complete, and transparent legal system and gradually establishing a complete legal system, Chairman Trong said, stressing that there remained a number of important areas that still require comprehensive legal regulations.

He named a number of areas that require legal regulation, including the establishment of market institutions, social management, international integration, the establishment of the law-governed socialist State, the people's rights to democracy, national unity, and industrialisation and modernisation.

The new NA Chairman also emphasised that the NA should pay attention to the linking of legal, administrative and judicial reforms and continue to promulgate legal documents and decrees while reinforcing administrative and judicial reforms.

Talking about how to increase the supervisory capacity and quality of full-time NA deputies, NA Chairman Trong said that the NA needs to press on with its supervisory work so as help bring into full play various forms of supervision undertaken by the entire NA, the NA Standing Committee, the Council for Nationalities, the NA Committees, the NA Deputies Delegations and the deputies.

The NA will focus on those areas that are funded by the State budget, further improve the quality of the NA question-answer sessions and oversee the fulfillment of the political responsibilities of those people elected or approved by the NA, Chairman Trong told the VNA.

Along with these tasks, priorities should be given to increasing the quality of NA deputies, enhancing their professional expertise and responsibilities, and renewing the operation of the NA itself and its committees, the Chairman said.

He also pointed to the need to refine an electoral mechanism in order to raise the quality of NA deputies and to increase the number of full-time deputies in order to enhance the role played by those who represent the people.

In addition, the new Chairman underlined the need for the NA to improve ways of meeting voters and listening to the latter's opinion and aspirations, and to otherwise create favourable conditions for deputies to fulfill their tasks and execute their rights and responsibilities.-Enditem
