HCM City drafts plan to attract scientists

HCM City (VNA) – The Ho Chi Minh City's Department of Science and Technology has submitted a draft plan to develop new policies on scientific research in an effort to attract more university-educated professionals to work for the city.

"HCM City has a large number of well-educated people, but attracting them to work for us has been difficult," Phan Minh Tan, director of the department, said.

Tan said a new office overseeing scientific activities needed to be set up.

"Scientific research studies have been ineffective and not well-organised," he said. "We have not got a bandmaster, so to speak, to gather scientists and give the right direction for scientific development," he added.

State managers in the scientific field were also ineffective, he said.

"Close connection between companies, scientists and State offices will play an important role in developing scientific research that can be applied to daily life," Tan said.

The department also said financial incentives, including bonuses, should be created for scientists who work for the city.

"We would link the rights of scientists to their work results. We will also pay attention to a favourable working environment for scientists," Tan said.

Detailed plans are now being developed and the department hopes to receive contributions from local and foreign scientists as well as State managers.

According to the latest report, one-fourth of the country's 1.2 million university graduates and post-graduates live and work in HCM City.

Every year, an additional 12,000 people graduate from colleges and universities in HCM City, which has 90 institutes and scientific research centres, and 40 colleges and universities.

According to the department, there are 300,000 overseas Vietnamese who are university graduates living in the US, Canada, the EU, Japan and Australia.

Many of them work in scientific and hi-tech fields, including electronics, biology, new materials, aviation, and astronomy.-Enditem
