Ha Noi (VNA) - The State auditor has uncovered the mismanagement of over 7,622 billion VND of public funds in 2005.
Through financial check-up, the agency also confirmed that the total amount of unpaid tax was 1,076 billion VND higher than the figure reported by the taxation body.
These figures were announced in Ha Noi on September 5 by Vice State Chief Auditor Le Minh Khai, who revealed that these outcomes came from the 104 audits conducted in 2006 by his agency.
The auditors examined the budgetary balance sheets of 32 provinces and centrally-run cities, 10 government ministries and central agencies, 16 key projects and programmes, 22 state corporations, enterprises and financial-banking institutions, and 22 units belonging to the security and defence forces and the Party financial agencies, and the 2005 State budget balance sheet.
They figured out wrongdoings in projects relating to the clearance of land for public works. Typically were the project to build Vinh Tuy bridge crossing the Red river in Ha Noi to which auditors asked for the State's deduction of 14.635 billion VND, and the highway 5 extension project to which they proposed a decrease of 28.099 billion VND.
Financial management at the audited entities was improved while budgetary estimation of localities were not built upon practical assessment and debt settlement and financial surveillance of State enterprises were not proficient yet, the State auditor said. Misused funds in state projects and progammes remain rife, he reckoned, adding that the agency had transferred two cases to the Ministry of Public Security for investigations into corruptive acts and wasteful spending.
The State auditor has also submitted to the Government proposals to reexamine and revise the mechanism regarding financial and asset management for projects fuelled by both capital sourced from ODA fundings and the State budget.-Enditem
