National transport to get overhaul

Ha Noi (VNA) – Future planning for the urban railway and national transportation systems must have long-term visions and correspond to regional socio-economic development, Deputy Prime Minister Nguyen Sinh Hung said in an official document released on March 5.

In document 55/TB-VPCP, which officially announced the deputy PM’s opinions on the development of the national urban railway system, Hung urged responsible authorities to complete designs for all urban railway projects within Ha Noi and Ho Chi Minh City by the end of 2008. By 2020, all urban railway projects should basically be completed, following an approved planning, the deputy PM said.

Deputy PM Hung asked the Ministry of Construction to propose a scheme aimed at researching plans for the extended capital region and to send it to the Prime Minister for approval.

The Ministry of Construction was asked to cooperate with Ha Noi and HCM City People’s Committees to quickly examine and adjust planning for the two cities’ transportation systems. They were also asked to confirm plans for the two cities’ railway systems to propose to the Prime Minister in March.

Basing approved plans on further development of urban railway systems, the Ministry of Transport would cooperate with people’s committees in Ha Noi and HCM City to check and examine relevant projects, as detailed below:

For approved projects, technology consultants may be chosen.

For well-prepared projects, final approval would be given quickly by people’s committees.

Projects currently being designed would be urged to boost their progress.

In the case of projects having difficulties finding funding, the Ministry of Transport, in cooperation with the Ministry of Planning and Investment and the Ministry of Finance, would assist with funding plans to propose to the Government.

The Ministry of Transport would be responsible for the management of technological standards and the development of the railway system to guarantee cohesiveness within the system. The Ministry would also be responsible for urging the progress of relevant projects.

The ministry would cooperate with Ha Noi and HCM City people’s committees and the Ministry of Finance to put forward plans to mobilise funds for urban railway projects to propose to the Prime Minister in the second quarter of this year. These plans must be specific and highly feasible.-Enditem
