Hanoi (VNA) – The Hanoi expansion plan should be more detailed and delayed until after the 1,000th founding anniversary of Thang Long-Hanoi in 2010, agreed almost all of the National Assembly deputies in group discussions on May 14.
NA deputies agreed that the Government report on the plan to adjust the administrative boundary of Hanoi and neighbouring provinces was vague and lacked technical basis.
The plan presented to the NA lacked clear development orientation as well as the role and tasks of the capital city by 2020 with a vision towards 2050, said a number of the deputies.
The document also failed to outline a detailed implementation plan and analysis of social, economic and environmental effects.
While they agreed the plan was necessary to meet the demands of a long-term and sustainable development, some deputies raised their concern about the management capacity of Hanoi authorities to implement the resolution once it takes effect from July 1 as proposed by the Government.
Deputies suggested Hanoi should first improve its zoning plans, management capacity and administrative reform in order to fully tap its current strengths and prepare for the future expansion.
According to the Government’s report, the Hanoi expansion plan will absorb northern Ha Tay province, Me Linh district of Vinh Phuc province and the four communes of Dong Xuan, Tien Xuan, Yen Binh and Yen Trung in Luong Son district of Hoa Binh province to increase the capital city from 92,000 ha to nearly 334,400 ha. The Hanoi population would rise from 3.5 million to over 6.2 million.
The expansion aims to build and develop Hanoi into the political and administrative centre of Vietnam as well as a cultural, scientific, educational, economic and international exchanges hub of the country.
On May 15 and 16, National Assembly deputies are scheduled to discuss the value-added tax and corporate income draft revised laws and amendments and supplements to a number of articles in the drug prevention and oil and gas laws.-Enditem
