Ha Noi (VNA) - The Communist Party of Viet Nam considers the fight against corruption and waste a focal task in the Party building work and an immediate and regular duty of the entire political system and the society.
The following is a part of the Political Report of the ninth Party Central Committee regarding this issue:
XI. PROMOTING DEMOCRACY, CONTINUING TO BUILD AND PERFECT A SOCIALIST STATE RULED BY LAW
1. To promote democracy.
To build a democratic society in which officials, Party members and functionaries are servants of the people. To formulate procedures and mechanisms to allow the people to exercise their democratic rights in economic, political, cultural and social domains and to participate in the common work of the Party. To heighten the responsibility of the Party’s organizations and the State towards the people. The State apparatus and other institutions in the political system not only have the task of undertaking the guidelines and policies of the Party, but also submitting proposals to the Party regarding policy making and planning.
2. To continue building and perfecting a socialist State ruled by law
To build mechanisms for the operation of a socialist State ruled by law, ensuring that all state powers belong to the people; the State powers are unified with responsibilities and coordination is divided among agencies in the legislative, executive and judiciary sectors. To perfect the legal system, improving the clarity and enforceability of provisions in legal documents. To formulate and perfect mechanisms that allow inspection and supervision of constitutionality and legality in the operations and decisions of state-power bodies.
3. To resolutely prevent and fight corruption and wastefulness
The Party, political system and society must have the political determination to combat, prevent and repel corruption and wastefulness. To supplement and perfect mechanisms and regulations on financial-economic management, on management of public properties, state budgets, funds contributed by people and provided as aid by foreign countries; mechanisms of inspection, examination, inventory and control. To accelerate administrative reform, to implement people’s supervisory mechanisms via representative bodies, direct or indirect, over Party members, functionaries, agencies and units. To ensure the transparency of economic and financial activities in administrative bodies, public service units and State enterprises. To continue reviewing salaries and costs of living for officials, functionaries, and other public employees.
To quickly implement in a co-ordinated manner the Anti-Corruption Law and the Law on Thrift Practice and Waste Combat. To supplement and perfect the Law on Complaints and Denunciations.
To resolutely, publicly and in a timely manner deal with corrupt persons regardless of their position, of whether they are incumbent or have retired, confiscating properties originating from corruption. To strictly deal with according to Party discipline and State law those who cover up corruption, deliberately obstruct the fight against corruption or take advantage of denouncing corruption to slander and harm other persons, and undermine internal unity. To adopt mechanisms to encourage and protect persons who actively struggle against corruption and negative phenomena. To commend and hold up as examples those who practise thrift, integrity, righteousness and selflessness. To perfect the mechanism of democracy, implementing the Regulation on Grassroots Democracy; to promote the role of people-elected bodies, the Fatherland Front, socio-political organizations and the people in supervisory work; to struggle against corrupt phenomena. To boost international cooperation in the fight against corruption. Party committees and organizations, state bodies, mass organizations, and leading officials, particularly high-ranking officials, must personally lead the fight against corruption and waste.
