Ha Noi (VNA)- The Supreme People’s Procuracy has filed charges against three former senior inspectors in a corruption scam relating to projects involving a State owned oil giant, PetroVietnam.
Luong Cao Khai, former Deputy Head of the Inspection Department for Resolving Economic Petitions and Complaints (Department 2) and head of a Governmental inspection mission, was accused of abuses of power and giving and receiving bribes.
The two other defendants, Bui Xuan Bay, former Deputy Head of Department 2, and Duong Van Luc, former Deputy Head of the Inspection Department on Local Petitions, are being charged with receiving bribes.
The defendants have been accused of abuse of power while conducting inspections on four PetroVietnam projects.
Police contend that Luong Cao Khai was given 13,500 USD and 10 million VND in “gifts” from the very individuals that were at the centre of a government sanctioned corruption probe and an additional 200 million VND in “loans” from the PVECC company in order to purchase 6,500 sq.m. of land in the oil-rich southern province of Ba Ria-Vung Tau.
His deputy Duong Van Luc was accused of taking bribes worth 3,000 USD and 10 million VND and Bui Xuan Bay of receiving 11 million VND.
Luong Cao Khai was also said to have visited the home of then Inspector General Quach Le Thanh in an effort to bribe him with 110 million VND in exchange for help in circumventing the case. Thanh reported Khai’s advances to the Domestic Affairs Department under the Party Central Committee and handed over the money to the Committee.
The Supreme People’s Procuracy has also called for former inspector chief Quach Le Thanh and his deputy Tran Quoc Truong to be disciplined for poor management of their office.--Enditem
