Ha Noi (VNA) - The National Assembly on November 14 overwhelmingly agreed on the urgent need of a law on the use and management of State properties, given its contributions to the battle against corruption and waste.
Several deputies said the bill should clarify the definition of “State assets” under the management of State administrative agencies, public non-production establishments, socio-political and professional organisations.
State investments into enterprises should have a different law to manage and handle, deputies proposed.
In regard to leasing out State properties, a large number of law makers advocated the new concept, describing it as a turning point in the management and use of State assets.
It would be a step forwards in giving public non-production agencies full financial independence, thus reducing burden for the State budget, they argued.
The deputies noted a fact that a number of public non-production agencies have leased out State assets such as redundant offices, machineries and equipment has helped save those assets from being left wasted. On the other hand, the practice has caused problems in financial management and created conditions for corruption and embezzlements.
Therefore, the bill should include detailed regulations to tighten the management and use of profits made from the leasing of State property, legislators said.
The bill should be finalised soon and submitted to the National Assembly for approval in the next session. The same day, the NA approved a resolution on State budget allocation in 2008.
A bill on nuclear power was also put on the table during the session.-Enditem
